Mr. Speaker, the Prime Minister knows that appointing any senator, elected or unelected, does not require a constitutional amendment, nor does it require approval from any province. It is very simple. It requires the same thing that happened 14 years ago when Stan Waters was appointed as Canada's first elected senator. The Prime Minister is the only person who holds the power to make this happen. The Prime Minister told Premier Klein before the federal election he would look favourably at appointing Alberta's elected senators. Will the Prime Minister keep his word to Premier Klein and use his unilateral power to appoint Alberta's elected senators?

Mr. Speaker, yesterday the Minister of Infrastructure and Communities confessed to reporters about his bank, âObviously there are a lot of questions about the design of the bank, the governance of the bank, and the broad details around it, which we will be figuring out....â For taxpayers this sounds expensive. Billionaire investors will not be loaning the Liberals money out of the goodness of their hearts. They will expect a healthy return on their investment no matter what. My question is simple. When a project goes over budget, and many times they do, will taxpayers be on the hook, yes or no?

Mr. Speaker, yesterday the Liberals confirmed that they are in negotiations on an extradition treaty with China, a country whose justice system has one of the worst human rights records in the world. Our allies, like Australia, the U.S., and New Zealand, do not have treaties of this type with China. Just last month, the immigration minister said that this was off the table. Has there been a change in China's human rights record? What exactly changed between now and then, and why is the Prime Minister not being straight-up with Canadians?

Mr. Speaker, our government made the historic decision to build our ships for the navy and coast guard right in Canada and that will result in the creation of 15,000 jobs annually for the next 30 years. The decision to have two Canadian shipyards build our large ships was made in consultation with the shipyards themselves. The national shipbuilding strategy was designed to generate a competitive environment that would result in the best value for taxpayers. I am also happy to inform the House that I met with the fairness monitor yesterday. He has submitted his final reports and has said that the decisions were made objectively, free from personal favouritism and political influence and encompass the elements of openness, competitiveness, transparency and compliance.

Mr. Speaker, this is not about money. This is about the environment. We have seen the Liberal record of billions of dollars in wasted money and we are 35% above our Kyoto targets. If the member actually cared about the environment and the future of Quebeckers, he would be working with us for a sensible approach instead of putting forward a motion that means shutting down the Quebec economy and doing nothing for the environment.
